Procurement Toolkit

WALGA’s Procurement Toolkit is the culmination of extensive research and development bringing together best practice in procurement from government, private and not-for-profit sectors.

It includes a Framework Wheel that provides clear guidance on best practice for all phases of the procurement lifecycle from Sourcing Strategy to Contract Close Out, as well as specialist topics: Policy, Regulation and Legislation, Probity & Ethics, Sustainability and Procurement Performance.

Additionally, the Toolkit contains a suite of more than sixty (60) tools and templates covering the entire end-to-end procurement process, aiming to assist Members to achieve governance over their procurement practices and full regulatory compliance.

The Toolkit is offered through WALGA's Procurement Services subscription service.

Social Procurement Initiatives

There are many not-for-profit organisations that can assist members in their activities. Some of these have specialised procurement arrangements which may make it easier for Members to use.

WA Disability Enterprises (WADEs)

WALGA has built a solid partnership with the network of eight Disability Enterprises, encouraging greater procurement of products and services by Local Governments.

Providing training and employing more than 2000 people with moderate to severe disability and mental illness, WADEs operate as commercial entities across a wide range of industries.

Products and services are offered at competitive prices, from over 50 locations within the Perth metropolitan area and regional WA. These include land management, cleaning, graphic design and printing through to fire equipment servicing. They are represented on two WALGA PSPs - Plant and Equipment, and Printing.

A number of WADEs have entered into commercial contracts with more than 20 Local Government, and they are keen to explore and build new partnerships with the sector.

Using Local Government buying power to engage with organisations that employ people with disability and mental illness can drive real social change. This will provide better skills development and work satisfaction for WADE employees, and better outcomes for the community.

Aboriginal Business Directory WA

The Aboriginal Business Directory WA (the Directory) provides a comprehensive list of businesses owned and operated by Aboriginal people in Western Australia.

It is designed to be user-friendly, cost-free and practical, both for Aboriginal businesses wishing to register and for those in the marketplace who want to procure goods and services from Aboriginal businesses.

The Directory, which is searchable by location and by industry sector, also provides an avenue for Aboriginal businesses to promote their capabilities to prospective clients at no cost.

Procurement Network

WALGA's Procurement Network is established under the Procurement Services subscription to facilitate Procurement collaboration across the WA Local Government sector.

Suscribers are encouraged to engage with the Procurement Network to share case studies, processes, issues, solutions, tendering and support in order to increase the procurement capacity across the WA Local Government sector.

Procurement Network meetings are held quarterly to provide a forum for Members to engage and share.
