Become a Preferred Supplier

The Preferred Supplier Program is Member driven and developed through Requests For Tender (RFT) in order to prequalify suppliers.

To be invited into a RFT and become a Preferred Supplier, generally an endorsement from a Local Government is required. This ensures the PSP is directed and guided by the demand of its Members.

Local Government endorsements can be sent to commercial@walga.asn.au.

The RFT processes to onboard new suppliers occurs twice a year in February and August. Where there is a relevant category of supply and a Member endorsement, suppliers will receive an invitation to tender.

Please continue to engage with Local Governments as WALGA is only one of many procurement options they can access. If a Local Government decides to publicly tender, it is usually advertised in the West Australian on a Wednesday and Saturday.

Contracts

This Preferred Supplier Panel covers the supply of works, goods and services related to construction of buildings and built environments including but not limited to housing, community facilities, accommodation and centres. The panel covers the construction of new buildings, refurbishment of existing buildings, purchase of modular and prefabricated dwellings, and the demolition and site restoration of existing structures.
 
Additional categories of supply will continue to be added to the Panel in the near future including for design services and specialised construction fields.

All Local Government media buying and placement will be centralised through this Preferred Supply Contract. 

This includes the production and despatch of classified / transaction advertising including recruitment, statutory notices and community advertising. 

Service Offering 

This Preferred Supply Contract provides for Advertising Placement and Media Buying. The scope of services delivered under this category include: 
  • Undertake the booking, production, despatch and placement of classified advertising, including recruitment adverts, community advertising and statutory / legal notices.
  • Provide Local Governments with an online media booking and ad builder / ad management system.
  • Provide dedicated in-house media planning and a fully integrated advertising and buying consultancy for all types of applicable advertising. This includes metropolitan, regional and national newspapers; specified magazines and journals; specialised publications; digital and online; billboards; television; radio; cinema; and outdoor.
  • Management of all WALGA’s media contracts with various media organisations and undertaking all media rate negotiations.
  • Provision of value-add initiatives to Local Governments using media contracts as part of the strategy of delivering greater value to WALGA Members.
  • Manage all of WALGA’s Media Contracts with various media organisations that are utilised by Members.
  • Undertake media monitoring to ensure proof of ad appearance by either sighting the ad or running an electronic appearance checking report. 
Marketforce has been appointed as the sole media agency to purchase media on behalf of Local Government. This includes all forms of media such as: 
  • Print/press Advertising
  • Online Advertising
  • Social media advertising
  • Television Advertising
  • Radio Advertising
  • Out of Home Advertising
  • Cinema Advertising
Marketforce will manage of all WALGA’s media Contracts with various media organisations and undertake all media rate negotiations to ensure that Local Governments can access the most advantageous discount rates for all advertising.

Each year WALGA undertakes media negotiations in conjunction with Marketforce to secure aggregate whole of sector rates based on total spend. Previously WALGA has operated its Fleet activity under a National Purchasing Network (NPN) arrangement.  The NPN is discontinuing the operation of shared contracts as the same level of value can be derived through direct based State arrangements, all of which operate under State specific regulatory frameworks.
 
As part of the NPN transition process, the Trucks category of supply has now been updated in eQuotes and the Preferred Supplier directory .
 
Under the previous contract all national dealerships were listed.  Supplier profiles are now showing only for Truck manufacturers who have a Contract with WALGA under NPN04-13 Trucks.
 
The Preferred Supplier Directory supplier profiles for each manufacturer will now only list the WA based dealers who will deliver the vehicles to Local Government. Local dealers are also listed on eQuotes under the Contracted manufacturers.
 
When requesting quotations under the WALGA Panel, truck requests are provisioned to the manufacturers as a brand selection. Dealers themselves are not listed within the category of supply as they do not have a direct contract with WALGA for the supply of trucks.  Nonetheless, the dealers still have backend relationships with the manufacturers, and do get nominated into the quotation process and resulting supply by the manufacturer.
