The Animal Welfare in Emergencies Grant Program is funded by the Department of Primary Industries and Regional Development (DPIRD) to promote Preparedness, Response and Recovery capacity building for animal welfare in emergencies in Local Governments.

Round Two of the Grant Program offers the opportunity to apply for two types of funding:
  • Projects Grants that provides up to $10,000 funding to build the capacity of Local Governments, and their communities, to prepare for, and respond to, emergency situations that impact animal welfare
  • Reimbursement of the costs to attend a training course at the Muresk Institute developed to enhance the safety and welfare of Local Government officers directly involved with animal management during emergencies.
These two funding opportunities are running concurrently, but are individual grants and therefore must be applied for separately.

The Grant Program overall will:
  • identify and support projects that focus on capacity building activities with clear community benefit
  • foster partnerships between communities, Local Governments and regional stakeholders to promote activities that help in the preparation for, and response to, the impacts of emergency situations on animal welfare, and
  • generate and share lessons on best practice approaches to building the capacity of Local Governments and their communities to manage animal welfare during emergencies.
The Grant Program also aims to support the  State Support Plan - Animal Welfare in Emergencies that defines the roles and responsibilities of individuals, communities and agencies to prepare, respond and recover from hazards, and provides a framework for coordination between different organisations and communities.

Funding

A total of $500,000 is available for Local Governments across Western Australia. Successful applicants’ projects can receive up to:
  • $5000 - $10,000 (ex GST) for individual Local Governments
  • $5000 per Local Government in a collaborative grant between multiple WA Local Governments -i.e. a collaboration of 5 Local Governments=a maximum Grant allocation of $25,000 (ex GST). 

 

Case Studies

The following three case studies are examples of funded projects from Roun Kalamunda-media-resource.png d One 2020/21.

Case Study 1: Community Preparedness Media, City of Kalamunda

The City of Kalamunda developed two mixed-media videos to initiate the thought process and detailing some ways to keep pets and livestock safe in emergency situations. The project was to develop new resources to help the community better prepare for their animals in emergencies.

Case Study 2: Procurement of Equipment for Animal Welfare in Emergencies, Shire of Cranbrook

The Shire of Cranbrook procured a Stock Trailer to assist with the moving of affected stock in an emergency to safe holding yards in designated areas within the Shire. This was an identified need in the Shire, having been raised at LEMC meetings before and purchased as part of their Animal Welfare Plan.

Case Study 3: Emergency Animal Welfare Plan, City of Kwinana

The City of Kwinana has developed their Emergency Animal Welfare Plan to support animal welfare during an emergency. Their plan outlines the key roles and responsibilities and actions to take should an emergency occur in the City.
 
The City’s Local Emergency Management Arrangements can be viewed here. Appendix 8 is the Local Plan for Animal Welfare. This can be found on page 105 of the document.

Eligibility Criteria

To be eligible for a grant, the application must be made by a Local Government and their representatives in Western Australia.

Local Government staff who have a direct or indirect role in safeguarding animal welfare in emergencies are encouraged to apply to attend the training. This includes, but is not limited to: Emergency Management Officers, Community Safety Officers, Local Government appointed Community Emergency Services Managers and Rangers.

There is no limit on the number of applicants from any one Local Government.
