Preferred Supplier Program Transition
The process to transition the Preferred Supplier Program (PSP) into a new structure is now midway through its activity. Broad details of the new PSP activity can be found on the WALGA website.
The program is being recategorised into 11 contracts as follows:

PSP001 Information and Communications Technology
PSP002 Engineering Environmental and Technical Consulting
PSP003 Professional Consultancy Services
PSP004 Finance and Corporate
PSP005 Leisure Cultural and Community Services
PSP006 Fleet
PSP007 Waste and Energy
PSP008 Workplace Goods and Services
PSP009 Roads Infrastructure and Depot Services
PSP010 Parks and Gardens
PSP011 Temporary Labour

Some of these contracts are now live on eQuotes, inclusive of transitioned suppliers. The rest of these contracts will be activated between now and June 2021.

In the interim buyers are requested to select both the new and previous panels when running eQuote quotations to ensure all suppliers are visible for selection.
Legal drafting has now been finalised for the following new Member Conditions:
  • Services Conditions and Procurement Form
  • Goods and Services Conditions and Procurement Form
  • Minor Works Conditions and Procurement Form
  • Consultancy Conditions and Procurement Form
  • Waste Conditions and Procurement Form

In addition to the above there are two further Member Condition drafts in progress: 
  • ICT Services Conditions and Procurement Form
  • Temporary Personnel and Recruitment Conditions and Procurement Form

The new Procurement Form will replace the previous WALGA Short Form and be simpler to execute.  In addition simple purchasing from the new PSP program can be directly undertaken against prequalified General Conditions through the direct issuance of a purchase order/requisition.  

Local Government buyers are urged to ensure they adhere to their Purchasing policies when seeking quotations including consideration of any funding requirements where applicable.

Preferred Supplier Update
Contract Extensions

The following contracts under the old Preferred Supplier Panel structure have been extended to provide for business continuity during the transition phase:
  • Telecommunication Services (C030_15) has been extended to 31 March 2021.Fuel (Bulk),
  • Fuel Cards, Oils & Lubricants (NPN 1.17) has been extended to 31 January 2022.

eQuotes (VendorPanel) Training
Did you know that WALGA offers free eQuotes Training?
eQuotes, WALGA’s free online request for quotation system, is an essential tool for all the staff of Members involved in purchasing goods and services through the Preferred Supplier Program (PSP).
WALGA provides free training and demonstrations for staff, as well as user support via telephone and email, in addition to the online videos and FAQs which are available in eQuotes. The training is relevant to Local Government officers who would like refresher training, or who are new to eQuotes.
