Procurement Network Forum

We’ve missed you! WALGA invites you to attend our second Procurement Network Forum for 2020. Tea, Coffee and a light lunch will be provided after the forum.

The Procurement Network Forum provides an opportunity for collaboration between Local Government Officers to explore hot topics in their professional field, having the opportunity to ask questions and engage with staff across the sector.

The upcoming forum will focus on Post-COVID Recovery and Local Content in Procurement amongst other topics including:
  • Department of Local Government on Changing Nature of LG procurement
  • WALGA’s Governance and Procurement team: What alignment with State Govt procurement might means for LGs.
  • Department of Jobs, Tourism, Science and Innovation on the WA Buy Local Policy 2020, its objectives and outcomes to date.
  • Updates from WALGA Commercial Team about Preferred Supplier Program
  • Future of the PNF – What do you want to see?

Procurement Toolkit Update
WALGA has added two templates in the Procurement Toolkit to provide guidance on better procurement practice in the Local Government sector.
The two new templates that are available in the toolkit are:
  • Guidance Note – Applying WA Buy Local Policy 2020 in Local Government
The State Government has recently released its WA Buy Local Policy 2020 that contains a range of initiatives and principles that provide local businesses with an enhanced opportunity when bidding to supply to the State Government. The policy encourages Local Governments to apply the principles to the extent allowable under current Local Government legislation. WALGA has provided commentary and guidance notes throughout the policy to highlight key considerations and legislation that will shape how LGs might implement the principles outlined in the policy. This will be found in the Toolkit under Section 8.2 Purchasing Policy.
  • Guidance Note – Council Report for Tenders
This guide will assist Local Government Officers to draft effective Council Reports and Recommendations for Council decisions on tenders. This will be found in the Toolkit under Section 8.21 Award.

Local Government Review Panel – Procurement Recommendations
The Minister for Local Government released the Local Government Review Panel final report, which outlines recommendations to guide the development of a new Local Government Act for Western Australia.
The expert report provides five recommendations pertaining specifically to procurement practice in Local Government.

WALGA broadly supports the recommendations to align procurement practices with those of the State Government to encourage open, transparent and fair processes with adequate market testing, value for money and local consideration as key components.

We encourage you to review the recommendations and welcome your feedback.

WALGA has 37 Preferred Supply panels and details of these panels are available by logging into eQuotes or by consulting the Preferred Supplier Directory of the WALGA website.

Contract Novations

Tradebond International Pty Ltd ATF Tradebond International Trust t/as Total Image Group (ABN 69 321 902 645) have changed their entity and trading names to The Trustee for Total Image Group Trust t/as Total Image Group Pty Ltd (ABN 24 110 485 595).  They are preferred suppliers on the C021_19 Tyres, Tubes and Associated Services contract.

eQuotes (VendorPanel) Training
Did you know that WALGA offers free eQuotes Training?
eQuotes, WALGA’s free online request for quotation system, is an essential tool for all the staff of Members involved in purchasing goods and services through the Preferred Supplier Program (PSP).
 
WALGA provides free training and demonstrations for staff, as well as user support via telephone and email, in addition to the online videos and FAQs which are available in eQuotes. The training is relevant to Local Government officers who would like refresher training, or who are new to eQuotes.
