New ‘Controlled’ Border Arrangement from Saturday, 14 November
The Premier has announced that pending the latest health advice, effective Saturday, 14 November, Western Australia will move from a hard to a controlled interstate border under the Emergency Management Act.
Commencement of the controlled interstate border arrangement will be dependent on every state and territory in Australia recording a 14-day rolling average of less than five community cases of COVID-19 per day.
 
Travellers arriving in WA from very low risk states and territories, defined as having no community transmission in the previous 28 days, will no longer need to self-quarantine but will be subject to health screening, temperature check and a COVID-19 test if deemed necessary. They will also need to have completed a G2G PASS declaration stipulating they do not have any
COVID-19 symptoms and where they have been in the past 14 days. Currently Tasmania, Queensland, South Australia, the ACT and the Northern Territory meet this low risk criteria.
 
Residents from low risk jurisdictions, defined as less than five community cases per day on a 14-day rolling average, currently NSW and Victoria, will still need to take a COVID-19 test if deemed necessary, self-quarantine for 14 days in a suitable premise and present for a COVID-19 test on day 11.
 
Remote aboriginal community restrictions and the modified two-square metre rule for selected venues remain in place.
 
Exemptions for travel into WA from Victoria will also be expanded to mirror all other jurisdictions from tomorrow, 31 October until the new controlled border is in place.
 
Also effective from Saturday, 31 October until the controlled border is in place, exempt New Zealand travellers arriving to WA from other Australian cities will be able to self-quarantine at a suitable premise.

State COVID-19 Welfare Centre Guidelines - Seeking Feedback
The Department of Communities, in conjunction with WA Health, has developed COVID-19 Welfare Centre Guidelines (the Guidelines) for the set up and running of an evacuation centre during the COVID-19 pandemic.
Local Governments are strongly encouraged to consider the Guidelines with a view to ensuring they are fit-for-purpose, provide sufficient information and take into account the role of Local Governments in evacuation centre planning.

Feedback on the Guidelines can be provided to WALGA COVID-19 Coordinator Nicole Matthews by Friday, 6 November.

Feedback will be collated and provided to the Department of Communities.

November State Briefing to Sector Webinars
WALGA has arranged for two webinars to be held in November with State Ministers, as follows:
The first webinar will feature the Treasurer and Minister for Finance; Aboriginal Affairs; Lands, the Hon Ben Wyatt MLA. His presentation will focus on the State Government’s Aboriginal Affairs policy agenda.
